Licencia sí, honorarios no

La FIDE publicó la semana pasada las actas completas de la última Asamblea General de Estambul de las que quiero destacar los siguientes párrafos:

General Assembly voted for the proposal of Mr. Makropoulos:
In favour: 51
Against: 33
General Assembly voted in favour of the proposal of Mr. Makropoulos not to reopen the discussion of the licenses.
Mr. Hamers requested the discussion on the issue of arbiters’ licenses. Mr. Makropoulos asked him to talk to Mr. Freeman on this issue. Mr. Hamers agreed. The next day, after their discussion, Mr. Freeman confirmed a legal view that the decision of General Assembly actually deals fully with the issue raised by the Dutch Chess Federation. Mr. Hamers said he asked for other legal experts and they had a different opinion. We stopped the discussion and I respect this as the majority wanted this and the Federation put a proposal and it is normal that this is in the Agenda, and you cannot prevent voting on this. This is not democratic. But it is not according to the normal regulations of the meeting. He insisted on a vote on this.

Mr. Makropoulos said that the Assembly is a democracy and if you do not like the democracy and the results, you can go to hundred lawyers and you will get a hundred
opinions. We are not opening a new discussion

General Assembly approved the majority of the report of the Arbiters’ Commission and rejected Commission’s proposal regarding stipends.

Por mucho que algunas Federaciones se quejaron (parece que lideradas por la Federación Holandesa), la FIDE no permitió volver a debatir el tema de las licencias dado que estaba aprobado por el Comité Ejecutivo celebrado en Krakovia en 2011. Y tras un amplio debate (según se deduce del propio acta –páginas 34 a 37-) se rechazó la propuesta de establecer unos honorarios fijos en torneos válidos para elo FIDE y de que se pagaran 100 € de esos honorarios a la FIDE en concepto de tasa (página 64).

Bueno, pues a partir de enero de 2013 solo nos sangrarán una única vez en concepto de licencia FIDE. Como dice el representante escocés en la Asamblea, a mí se me concedió el título de AI en 2005 para toda la vida; y ahora tengo que pagar una tasa para poder arbitrar. Pues eso.
